The study developed a training programme for teaching web designing towards entrepreneurship for integration into Computer Education programme in universities in Enugu State. Five research questions were constructed for the study and five hypotheses were formulated and tested at 0.05 level  of significance.  The study  adopted Research  and  Development  (R  &  D) design.  The population for this study consists of forty (40) respondents which comprise Computer Education lecturers, Technical Instructors/Technologist and web designers. Computer Education Lecturers, technical instructors and technologist were made up of thirty (30) respondents from the two governments owned Universities in Enugu State. While the web designers were made up of ten (10) respondents from the Computer Institutes registered with Corporate Affairs Commission (CAC) in Enugu State. The instrument for data collection was a structured questionnaire developed from literature review titled “Web Designing Training Programme Questionnaire” (WDTPQ). The instrument which comprise five clusters was face validated by five experts. The data collected from the study were analyzed using weighted mean score for answering five research questions and standard deviation (SD) were used to determine the spread of the respondents from the mean in their responses. T-test and ANOVA were used to test the five hypotheses. The study found that eight objectives of the training programme for teaching web designing were considered required by the respondents. It was found that the eleven clusters items under Content items of the training programme for teaching web designing towards entrepreneurship  were  considered  required  by  the  respondents.  It  was  found  that  fourteen learning activities of a training programme for teaching web designing towards entrepreneurship were required by the respondents. It was found that all the 32 items on instructional techniques/methods for teaching web designing were required as procedures to be adopted for training students in web designing. It was found that all the seventeen items on evaluation methods/techniques for assessment of the trainees were relevant for the web designing training programme. The study found that there was no significant difference in the mean ratings of the responses of the lecturers from the two universities on the specific objectives of the training programme for teaching web designing towards entrepreneurship for integration into computer education programme (p – value, p> 0,05).There was no significant difference in the mean ratings of the responses of computer web designers and the lecturers on the content of the training programme (p-value, p > 0.05). Gender was not a source of significant difference in the mean ratings of the responses of computer web designers and the lecturers on the learning activities of a training programme. There was no significant difference in the mean ratings of the responses as regards years of experience of the respondents on the instructional techniques (methods/strategies) for the training programme (p-value, p>0.05). There was no significant difference in the mean ratings of the responses as regards years of experience on the evaluation methods/techniques of the training programme. After validation of the developed draft WDTPQ, it was revised based on the outcome of the validation and a final copy was produced which give rise to the Developed Training Programme for Teaching Web Designing for Integration into Computer Education Programme (see Appendix E).The study therefore recommended that the government should direct the principal actors of universities, administrators of institutions, stakeholders, planners and curriculum developers to integrate the developed programme into all computer education programme for training students in web designing.

INTRODUCTION

Background of Study

Computer and Information Technology has greatly affected our world and the way things are done including how individuals and organizations run businesses. The internet is fast becoming a necessity as many individuals now use the internet for communicating through electronic mail (e-mail), retrieving news, researching for information, shopping (online) paying bills, banking, listening to music, watching movies, playing games, and even making telephone calls via the worldwide web (www) also known as the web.

The web is a service in the internet comprising a series of interconnected documents stored on a computer sites or websites. The web has grown rapidly over the past few years and has vast ocean of information on practically any imaginable subject. Web Site is a multidisciplinary pursuit pertaining the planning and production of websites, including, but not limited to, technical development, information structure, visual design and Networked delivery (Thomas, 2002). A website, also written as web site, is a collection of related web pages, including multimedia content, typically identified with a common domain name, and published on at least one web server. A web site may be accessible via a public internet protocol (IP) network, such as the internet, or a private local area network (LAN) by referencing a uniform resource locator (URL) that identified the site. Website according to Thomas (2011) has many functions and can be used in various fashions; a website can be a personal website, a commercial website for a company, a government website or a non-profit organization website. Websites can be the work of an individual, a business or other organization, and are typically dedicated to a

particular topic or purpose, ranging from entertainment and social networking to providing news

and education. All publicly accessible websites collectively constitute the World Wide Web, while private websites, such as a company’s website for its employees are typically a part of an intranet, since website is a collection of a related web pages.

Web pages are the building blocks of websites. They are documents, typically composed in plain text interspersed with formatting instructions of hypertext markup language (HTML, XHTML). They may incorporate elements from other websites with suitable markup anchors. Web pages are accessed and transported with the Hypertext Transfer Protocol (HTTP), which may optionally employ encryption (HTTP Secure, HTTPS to provide security and privacy for the user. The user’s application, often a web browser, renders the page content according to its HTML markup instructions onto a display terminal. Hyperlinking between web pages conveys to the reader the site structure and guides the navigation of the site, which often starts with a home page containing a directory of the site web content. Some websites require user registration or subscription to access content. Examples of subscription websites include many business sites, parts of news websites, academic journal website, gaming websites, file-sharing websites, message boards, web-based email, social networking websites, websites providing real-time stock market data, as well as sites providing various other services. As of 2016, end users can access websites on a range of devices, including desktop and laptop computers, tablet computers, smart phones and smart TVs (Thomas, 2002). Web accessibility is about enabling equal access to online content and service for all people and structuring content using code that indicates information types and hierarchies and this structuring content is all about web design.

In reality web site design include more abstract elements such as usability, ergonomics, layout traditions, user, habits, Navigation logic and other things that simplify the using of web sites and help to find information faster (Jennifer, 2012).  The technical side of website design is

sometimes emphasized in the definition of design. Surely, the modern website building involves server side scripting like php, asp and cgi, websites visual side is defined with HTML and CSS, user experiences is enhanced with dynamic java script and ajas. When talking to people with poor technical details, concentrate on functionalities, for instance, questions like “to what extent is it possible to update a website through content management system and which features are visible to  users”  are  asked  (Jennifer, 2012).  In  classical  terms,  design  describes  the visual appearance of a website. Traditional approach involves contrast, colouring, balance, emphasis, and rhythm, style of graphical element (lines, shapes, textures) and general atmosphere of overall website design. All these elements are combined with the fundamental principles of design in order to create a superb result that meets the goals set for the website.

Web design according to Christensson, (2013) is the process of creating website. It encompasses several different aspects, including webpage layout, content production and graphic design. While the terms web design and web development are often used inter changeably, web design is technically a subset of the broader category of web development. Web development is a broad term for the work involved in developing a web site for the internet world wild web or an intranet (a private network). Web development can range from developing the simplest static single page of plain text to the most complex web-based internet applications, electronic businesses and social network service (Andreas and Peter, 2004).  Web design means planning, creation and updating of website. Web design also involves information architecture, website structure, user interface, navigation, ergonomics, website layout, colours, contrast, fonts, and imagery photography as well as icon’s design.

Web  design  encompasses  many different  skills  and  disciplines  in  the production  and maintenance of websites. The different areas of web design include web graphic design; interface

design; authoring, including standardized code and proprietary software; user experience design; and search engine optimization. Often many individuals will work in teams covering different aspects of the design process, although some designers will cover them all (Lester, 2012). The term web design is normally used to describe the design process relating to the front-end (client side) design of a website including writing mark up. Web design partially overlaps web engineering in broader scope of web development. Web designers are expected to have an awareness of usability and if their role involves creating markup then they are also expected to be up to date with web accessibility guidelines. Although web design has a fairly recent history, it can be linked to other areas such as graphic design. However, web design can also be seen from a technological standpoint. It has become a large part of people’s everyday lives. It is hard to imagine the internet without animated graphics, different styles of typography, background and  music (Lester, 2012). The web  made the  internet  graphical  and  relatively  easy  to  use compared to the level of technical skills needed with earlier technologies. Web technology supports information publishing and dissemination. The web made e-commerce cheaper because small business could now reach large audience easily. It also increased accessibility  for all businesses and made international operation technologically easy thereby making web designing an entrepreneurial skill acquisition discipline.

The term entrepreneurship is derived from a French word entrepreneur meaning one who undertakes tasks in a production process. The world entrepreneur may be defined in terms of specific functions which the entrepreneur performs or in terms of characteristics or activities generally associated with the entrepreneur. However, in all, the basic issues remain constant. Gana (2001), asserts that entrepreneurship is the willingness and ability of an individual to seek

out investment opportunities in an environment and be able to establish and run an enterprise successfully based on the identified opportunities.

Entrepreneurship has traditionally been defined as the process of designing launching and running a new business, which typically begins as a small business, such as a startup company, offering a product, process or service for sale or hire (Yetisen, Volpatti, Coskun, Cho, Kamrani, Butt, Khademhosseini, and Yun, 2015).  The authors further opined that entrepreneurship is the capacity and willingness to develop, organize, and mange a business venture along with any of its risks in order to make a profit. While definitions of entrepreneurship typically focus on the launching and running of businesses, due to the high risks involved in launching a startup, a significant proportion of businesses have to close, due to lack of funding, bad business decisions, an economic crisis or a combination of all of these or due to lack of market demand. In the

2000s, the definition of “entrepreneurship has been expanded to explain how and why some individuals (or teams) identify opportunities, evaluate them as viable, and then decide to exploit them whereas others do not, and, in turn, how entrepreneurs use these opportunities to develop new products or services, launch new firms or even new industries and create wealth (Scott & Venkatraman, 2000).

Accordingly, computer Web designers are the individuals who prepare content for the Web. This role is mainly related to the styling and layout of pages with content, including text and images. Web  designers  use  many  technologies  but  commonly  rely  on  hypertext  and  hypermedia resources including HTML, CSS and additional Web design tools (Bowers, 2016). A web designer will often manipulate actual HTML code. HTML is the common source code for a Web page. Web designers are often proficient in various higher-level programming languages used to create scripts for the Web. A web designer uses graphics and graphic design software such as

Adobe Photoshop, Illustrator and In Design to create a look for the web. This design is then married with coding to bring it to life online. On the other hand, computer education lecturers help students learn different computer-related skills based on grade level.

A computer education lecturer educates students in a numerous technical and information technology (IT) related fields.  A common career path is to teach computer classes at different levels (beginner, intermediate, advanced or professional).   Also, a computer lecturer teaches advanced programs and computer analysis. To teach computer education in a university, the individual must possess the following: earn a master’s degree in computer education or computer science and related courses to improve qualifications and be certified to teach; earn a doctorate degree, such as a Ph.D. in computer education or computer science (or a related field, like computer engineering or information technology); have a teaching experience, especially university-level  teaching  experience  in  the  computer  science  or  information  technology discipline; be recognize in the field (or hold the potential to become known) as an expert in the computer education community. Computer education lecturers and professors may focus on teaching and conducting research on topics such as computational neuroscience or artificial intelligence, and are expected to regularly present their research and findings at national and international conferences, as well as publish articles in recognized computer education journals.

No nation has ever survived successive high rate of unemployment because of the attendant waste  of  human  resources,  which  it  breeds  (Igbo,  2004).  Nigerian’s  future  prosperity  is  a function of producing youths who are well prepared and well-equipped to take their place in tomorrow’s society. This involves implementing an educational system that will equip youths and adults with saleable skills which can enable them become gainfully employed or self- employed. Such a system should provide for entrepreneurship education, geared towards the

production of potential entrepreneurs. Entrepreneurship skills can be learnt. There is a need for training people in entrepreneurial areas (Onu, Agboeze, & Ugwoke, 2013).

Industries and government agencies are beginning to awaken to the need to promote greater exhibition of entrepreneurial performance in their personnel. The recent happenings in the world of commerce and banking in Africa, including Nigeria, is an evidence of employers’ demand that graduates who are generally informed and are technically produce more in the way of original ideas at accelerated pace. They are demanded to stretch business. Simply put, training can be organized to ensure that the individual’s intellectual resources are put to better use.

For the purpose of this study, training is the process of imparting appropriate knowledge, attitude and skills to graduates in order to enhance their performance understanding in web designing.  Training  according  to  Dahama (2009), involves  helping  people to  become more qualified and proficient in doing some jobs. Van (2002) explained training as a process of teaching, informing or educating people so that they can be well qualified to do a job better or perform  in  a  position  of  greater  responsibility.  Training  is  directly  related  to  the  skills, knowledge and strategies necessary for a particular job. Training according to Olatunji, Kajibola and Coker (2011) is the systematic development of the attitude, knowledge and skill behavior pattern required by an individual in order to perform adequately in a given task or job.

Training is concerned with acquisition of knowledge (facts, theory and concept) attitudes (values, styles, and beliefs) and skills (how to do it) to enable individuals perform their task or job to the required level of competence (Enemali, 2010). Training is necessary for effectiveness in very life’s endeavour. Amusa, Alkali and Oketoobo (2010) defined training as the process of preparing individual for a job. Audu (2010) stated that training is a pre-requisite for man power development and economic growth of a nation. The author stressed further that training given to

the individual in any formal organization is very important as it helps the individual to be equipped with the capacity to organize, plan or set goals and execute the necessary programme in the society. Training can be carried out by trainers such as lecturers, teachers and web designers. The training is intended to improve the abilities of the learners on the web designing through the programme.

A programme as stated by Olaitan and Ndomi (2000) is a planned list of instruction to be executed  or  carried  out  by  an  experienced  person  for  the  benefit  of  the  less  experienced individual. In the opinion of Murali (2010), a programme is a structure created to coordinate, direct and oversee the implementation of a project. When the objectives, contents, learning activities, teaching method, instructional resources and evaluation of web designing programme are identified, it can be used to develop a training programme.

Training programme is a type of learning experiences for a target group through formal or informal setting that is presented in a learning environment with appropriate teaching techniques as a bench mark for measuring the learning performances (Deyo, 2007). It is an organized education given to individuals to enable them secure productive livelihood in the formal or informal sector to serve as their starting point or improvement for productive participation in the society and the economy. A training programme is designed to produce competent hands with good knowledge and practical skills for a successful career.

A training programme in the view of Roy (2007) is a package designed for training individuals in a specific skill. Romanov (2008) viewed a training programme as a specific structure of items high in volume and intensity used for equipping people with knowledge, skill and  attitude required  in  a job.  Asogwa (2010)  defined  a training  programme as  a specific structure that shows a step by step procedure of training. Training programme in the context of

this study is a specific structure of items created to co-ordinate, direct and oversee the training of graduates, undergraduates and youths generally. Component of training programme development in which stakeholders are involved after considering the needs/interest of the graduates include programme goals/objectives which is the specific changes in the learners’ behavior which are expected to result from participation in a learning unit or process.

Development according to Amugwuam (2004) is all about creativity which brings an idea into existence. Romanov (2008) maintained that development is a process of creating ideas of training  graduates  in  web  designing  into  existence  in  the  form  of  a  training  programme. According to Ogbonna (2012), programme development is the deliberate process through which a representative of the public is involved in designing, implementing and evaluating educational programmes that address needs they identified. It could also mean a plan or procedure for carrying out educational activities, at disposal in a systematic way for the improvement of the competencies of a given target group. In this research work, graduates are the target groups.

A good training programme for web designing should include; objectives of a training programme, the content of the training programme, the learning activities, the teaching method, instructional resources and method of evaluation (Asogwa, 2010). In the view of Olaitan (2003) objective is defined as a statement of the expected or desired learning outcome from a particular learning activity. Objectives are based on target beneficiaries (graduates) needs. They are the expectations or outcome of a programme in a learner’s behavior. It is expected that the objective of web designing training programme will be the acquisition of more knowledge, skills in various activities and attitudes needed for increased web designing performance. After the objectives, the content of the programme are developed. Content refers to the subject matter or body of knowledge or information that makes up the learning components for a specific course.

In the view of Offorma (2002), content can be regarded as the subject matter to be taught to the learners (graduates). Content is developed from facts, ideas, values, laws, principle, theories, events, and generalization. Content in this study can be described as all the activities planned for web designing learners to be totally involved in, in order to be proficient in web designing.  It  is  the content  that  leads  to  the  achievement  of  the objectives  of the  training programme. The content leads to the selection of appropriate learning experiences. Learning experience are defined by Tyler in Offorma (2002) as the interaction between the learner and the external conditions in the environment to which he can react. It can engage in, in the process of learning, to facilitate fast learning, active participation or involvement of the learner is important in the learning process. In this study, learning experiences are the actual activities the web designing learners engage in, in the process of learning the web designing competencies. The learning experiences are passed on the learners through appropriate teaching methods.

Teaching Methods according to Obi (2005) involves guiding students (learners) to learn by means of discovering, probing, examining and analyzing activities. It refers to the principles that are used by a teacher in giving instruction to a group of learners (Oyelami, 2000). In the view  of  Mkpa  (2009)  teaching  is  a  way  of  doing  the  teaching  business,  the  procedure, orderliness, in planning and execution of teaching proper with the appropriate integration of instructional materials to achieve the objectives at the classroom level and beyond. The author further stated that it is a recurrent pattern of teacher’s behavior applicable to various subject matters, characteristics of more than one teacher and relevant to learning. Teaching method therefore can be described as the principles used by an instructor (web designers or lecturers teaching web designing) in teaching competences for web designing to unemployed graduates. It is a set of behavior that occur simultaneously or in a unified sequence designing competencies to

learners  (graduates).  An  effective  teaching  method  is  always  accompanied  by  instructional strategies.

Instructional strategies. according to Obi (2005) is the art or style applied by the teacher to complement the teaching method. It can be described as the skills employed by the teacher to teach learners in order to make teaching more effective. Teaching strategy can also be referred to as the stylish delivery of the lesson to enhance the understanding of the learners. These involve a good  lesson  plan  and  innovative delivery, with  the use of requisite instructional  resources. Instructional resources, according to Ogwo and Oranu (2006), is any device employed by the teacher or instructor to transmit facts, facilitate skills, knowledge acquisition and improve on attitudes and understanding of learners. Teaching resources are used to supplement teachers’ efforts in teaching to aid learners understanding. These are the human and material aids that are designed to facilitate teaching and learning in order to achieve the objectives of the instructional process. In this study, the human materials that are designed to aid in teaching web designing competencies to learners (unemployed graduates) in Enugu State, they facilitate the teaching and learning  process.  The outcome of the teaching  and  learning  process  can  be determined  by evaluation.

In the view of Okoro (2005) evaluation is the appraisal of the worth or value of a thing or action and making appropriate decision on the basics of such appraisal. It is the broader process of monitoring all aspects of the learning process (including the relevance’s of objectives, appropriateness of content, resources and teaching methods, the quality of the learning environment) among others. Evaluation therefore must be given serious consideration, because it shows how effective the training programme is on the learners (unemployed graduates). The outcome of evaluation depends on the quality of teaching.

Teaching as stated by Smith, (2016) is the process of attending to people’s needs, experiences and feelings, and making specific interventions to help them learn particular things. Interventions commonly take the form of questioning, listening, giving information, explaining some phenomenon, demonstrating a skill or process, testing understanding and capacity, and facilitating learning activities (such as note taking; discussion, assignment writing, simulations and practice).  Teaching is an occupation for obtaining livelihood which involves explaining, writing, reading, illustrating, and demonstration in order for the learner to learn. Furthermore, it is a process of imparting knowledge, ideas and beliefs to a learner or group of learners. Teaching therefore, involves a planned action designed for efficient and effective learning.

This training programme can be achieved through the determination of the objectives of web designing programme, determination of relevant content, learning activities, by selecting the appropriate delivery method for the programme, selecting the appropriate requisite resources for delivering the programme and the evaluation methods for determining the outcomes of the programme. Teaching and learning can only be effective when an entrepreneurial training programme is followed as this will meet the emerging needs of the society. Therefore, this study attempts to develop a training programme for the teaching of web designing towards entrepreneurial development.

Statement of the Problem

There is this unemployment issues in our country today the government and the educational sectors are crying out loud and looking for programmes that will help in training our students  where  they will  acquire  skills  and  knowledge that  is  creative,  innovative  and  has entrepreneurship empowerment. Every year, a large number of graduates enter the labour market in search of employment in both the formal and informal sectors. Since there are very few jobs,

most of these graduates are forced to engage in counterproductive activities which in most cases are inimical to development. Currently, existing educational and research institutions appear overwhelmed with regard to evolving the needed solution to this unemployment challenge.

The society, co-operate institutions, government and multi-lateral agencies demand for labour that is creative, innovative, and entrepreneurial. The man power that has these attributes must be produced by every university that aspires to be relevant and contribute its quota in the developmental agenda. However, the solution to the problem of unemployment in the country could be found in vocational technical education, which is the acquisition of knowledge, attitude and advancing in a given entrepreneurial occupation. One of its viable area is web designing which need to be integrated into computer education programme.

However, there is no good training programme for teaching web designing in these universities, hence the need to develop a training programme for teaching web designing towards entrepreneurship for integration into computer education programme in the two Government owned universities in Enugu State.

Purpose of the Study

The major purpose of the study is to develop a training programme for teaching web designing towards entrepreneurship. Specifically, the study intends to determine the:

1.         objectives of a training programme for teaching web designing towards entrepreneurship.

2.         contents of a training programme for teaching web designing towards entrepreneurship.

3.         learning  activities  of  a  training  programme  for  teaching  web  designing  towards entrepreneurship.

4.         instructional  techniques  (teaching  methods  and  strategies)  of  a  training  programme teaching for web designing towards entrepreneurship.

5.         evaluation  methods  techniques  of  a  training  programme  for  web  designing  towards entrepreneurship.

6.         develop a draft training programme for teaching web designing.

7.         validate the developed training programme for teaching web designing.

Significance of the Study

The practical and theoretical importance of this research work cannot be over- emphasized.  Practically  the study  will  be of  benefit  to  administrators  of computer training institutions, computer training programme planners, Lecturers of Computer Education and Computer Science Departments, web designers, unemployed graduates, undergraduates, secondary school leavers, government, future researchers, the society and the general public.

The findings of the study will provide information to administrators of computer training institutions  such  as  vocational  training  centres,  technical  schools,  skill  acquisition  centres, tertiary institutions and computer training centres involved in web designing research. This result could be used by the administrators to adopt or integrate the training skills and programme content into their respective curriculum, and also provide required number of personnel for effective training of unemployed graduates, undergraduates and secondary school leavers in web designing.

The result of this study will be useful to computer training programme planners in terms of selecting appropriate instructional methods/strategies for competencies based training programme. The findings on the instructional method/strategies will further guide the curriculum planners when planning a new curriculum for learners. They can adopt the findings of this study without conducting any new study on the development of a training programme.

This research work would provide information to the web designers based on the instructional resources. This will be used to train the web designers on the improved or modernized ways of carrying out their training. This could lead to increase in the productivity and income of the web designers.

The outcome of this treatise would provide information to the lecturers in the higher institutions  (Colleges  of  Education  and  Universities)  on  the  development  of  a  training programme for teaching web designing towards entrepreneurial development. This result could be used by lecturers to train the teachers who will train the trainee at skill acquisition centres. The lecturers could then utilize the information in teaching learners’ effective method of web designing.  The  study  also  provided  information  on  the  objectives,  contents  and  method  of training and evaluation of individuals in web designing.

The findings of the study will be beneficial to the unemployed graduates on the web designing training programme. This information could help the unemployed graduates to acquire skills that will help them to make a living. The information will develop the graduate’s entrepreneurial spirit towards becoming a successful entrepreneur. The result of the study would provide information to the undergraduates on the skill acquisition training on web designing that will prepare them for self-employment as a necessary life-style upon graduation.

This work will provide information to the secondary school learners on the development of a training programme towards entrepreneurial development. This information could help them to acquire new knowledge and skills that will improve the standard living of our youths, so that they can become self-reliant.

The findings of this study would provide information to the government on the development of a training programme on web designing toward entrepreneurial development.

This information could be used by the governments to invest in skills acquisition centres for wealth creation through web designing. The training programme could be utilized by the government to organize conferences and workshops for lecturers, teachers, students and youths among others to equip them with web designing competences. The findings of the study will also benefit the government because the need of any nation in this era of economic downturn and austerity is on diversification of economy  and  job creation for the teaming populace.  This research work which hinges on the development of a training programme for teaching web designing towards entrepreneurial development comes at a good time, as it will lead to the boosting of entrepreneurship which will create employment and develop the economic sectors and social cohesion within the economy. A change in mindset towards creativity, innovation and self-employment is envisaged. The result of this study will also complement the federal government’s fight against youth unemployment, restiveness and poverty thereby reducing over dependent on government job.

The findings from this research will provide information to future researchers on how to develop a training programme. The information could be utilized by researchers as reference materials and so becomes a base for further research on programme development and also show existing gap where other researchers can work on.

Finally, the study would provide information to the society and general public at large on the development of a training programme for teaching web designing towards entrepreneurial development. This information could be used by them to select any of the entrepreneurial areas or discipline of their choice in skill acquisition centres for training as this is the key to building a viable society. The findings will encourage the society to develop interest in computer literacy thereby making web designing an entrepreneurial area and employment generation outfit.

Theoretically, this study is based on the training theory, Tyler’s Curriculum Model and Wheeler’s Model Theory, Theory of Occupation. These theories and models provided the theoretical backup for this study. Hence, the findings from this study will be significant to these theories as it substantiates them and prove them effective in the implementation of a training programme for teaching web designing. Thus, through these theories and models, theoretical base of the training programme is established and the steps in curriculum development models will be of benefit for developing the training programme for teaching web designing towards entrepreneurial development.

Research Questions

Based on the objectives of this study, the following research questions were formulated to guide the study.

1.         What are the objectives of a training programme for teaching web designing towards entrepreneurship?

2.         What are the contents required in a training programme for teaching web designing towards entrepreneurship?

3.         What  is  the  learning  activities  required  in  a  training  programme  for  teaching  web designing towards entrepreneurship?

4.         What are the instruction techniques/materials (teaching methods and strategies) required in a training programme for teaching web designing towards entrepreneurship?

5.         What  are  the  evaluation  methods/techniques  required  in  a  training  programme  for teaching web designing towards entrepreneurship?

Hypothesis

The  following  null  hypothesis  was  formulated  and  will  be  tested  at  0.05  level  of significance.

H01.  There  is  no  significant  difference  in  the  mean  ratings  of  the  responses  of  computer education lecturers from University of Nigeria, Nsukka and computer education lecturers from Enugu State University of science and technology on the specific objectives of the training programme for teaching web designing towards entrepreneurial development.

H02. There is no significant difference in the mean ratings of the responses of computer web designers and lecturers of computer education on the content of the training programme for teaching web designing towards entrepreneurial development.

H03. Gender is not a source of significant difference in the mean ratings of the responses of computer web designers and lecturers of computer education on the learning activities of a training programme for teaching web designing towards entrepreneurial development.

H04. There is no significant difference in the mean ratings of the responses as regards years of experience of the respondents on the instructional techniques (methods/strategies) of the training programme for teaching web designing towards entrepreneurial development.

H05. There is no significant difference in the mean ratings of the responses as regards years of experience of the respondents on the evaluation methods/techniques of the training programme in web designing towards entrepreneurial development.

Scope of the Study

The study is delimited to the development of a training programme for teaching web designing towards entrepreneurship for integration into computer education programme in the

two government owned universities in Enugu State. The study does not intend to develop any website for the training programme, but rather serve as a model for any implementation. The study therefore intends to determine the objectives, contents, learning activities, instructional techniques (teaching methods and method of training), evaluation method and techniques, draft for the training and result of the validation of the developed training programme.

Data collection is restricted to the use of the questionnaire administered to 40 respondents which comprise the computer web designers in some computer institutes registered with Corporate Affairs Commission in Enugu State and technical instructors, technologists and lecturers of computer education in University of Nigeria, Nsukka and Enugu State University of Science Technology.
